Clifton Heights Police announce arrest of man wanted for fatal DUI hit-and-run

Driving under the influence isn’t just against the law, it is a very dangerous activity that can cause pain and suffering for many. The Clifton Heights Borough Police Department is familiar with the crime, and sadly had first-hand experience with a fatal incident of this kind just this past October.

The Clifton Heights Borough Police Department announced on Wednesday, Dec. 3 that they were able to make an arrest in that incident. 

“Omar Williams [was taken] into custody today on charges of Homicide by Vehicle, Homicide by Vehicle while DUI, Driving Under the Influence, and related charges in connection with a hit and run crash that occurred on the evening of October 24, 2025 at the intersection of East Berkley Avenue and South Penn Street,” said a post by the department on Facebook.

Police said that Williams was wanted for the crimes after he struck a woman walking in the vicinity of the intersection.

“Williams is accused of striking a pedestrian, Joan Boyce, while she was crossing the street at that intersection,” police said. “Ms. Boyce was mere yards from her residence when she was struck. Williams then fled the scene leaving Ms. Boyce lying in the street, he did not stop or render aid to Ms. Boyce. Ms. Boyce suffered traumatic injuries as a result of the crash and subsequently died from those injuries.”

Police responded to the scene around 5:19 p.m. on Friday, Oct. 24, according to reports.

“Police found Boyce lying in the roadway unconscious and bleeding from the head. She was taken to Penn Presbyterian Medical Center where she died two days later,” said a report in the Delco Times. “Police spoke with several witnesses, including a person delivering packages who observed the victim thrown into the air, and who yelled to the driver of a silver sedan to try to stop the vehicle.”

Police said that both drugs and speeding were involved in the incident.

“The criminal and crash investigation revealed that drug impaired driving as well as speed and other motor vehicle violations played significant roles leading up to the crash and death of Ms. Boyce,” said the police department’s post. “Williams was jailed in lieu of posting $100,000 cash bail.”
