Man flees police, found with gun, drugs Upper Darby police say

Upper Darby Police arrested a 19-year-old Philadelphia man last week and charged him with possession of a firearm without a license, as well as fleeing from police. 

Jasir Luciano and a juvenile were reportedly hanging out in front of the 7 Star convenience store on the 600 block of Long Lane at 12:33 a.m., said Officer Ostag Royik, in an affidavit of probable cause.

Seeing his police car, the pair began to walk away, police said. 

Royik followed, and when he stopped the juvenile for a curfew violation, Luciano allegedly hurried away.

Royik radioed a description of the suspect, later identified as Luciano, the probable cause stated. An East Lansdowne Borough officer responded that he saw the suspect at Long Lane and Emerson Avenue. But Luciano allegedly fled as that officer approached him, but stopped halfway down the block, the probable cause report said.

Responding officers checked Luciano’s flight path and found a loaded Glock 26 9mm handgun with an extended magazine with 32 rounds lying in the snow of an Emerson Avenue front yard. 

“The handgun was laying in the snow undisturbed and did not appear to be weathered,” the probable cause said. Royik arrived and confirmed that Luciano was the man he’d seen loitering outside the convenience store, and he was taken into custody. Luciano allegedly had a small amount of marijuana in his pocket and was also charged with misdemeanor possession for personal use, police said. 

The National Crime Information Center had no record of the gun, said Royik in the probable cause. As such, Luciano was charged with a felony crime, firearms not to be carried without a license, as well as related misdemeanor charges of possession and evading arrest.

District Justice Christopher Mattox set $50,000 unsecured bail for Luciano. His preliminary hearing was scheduled for March 6.
